Opinion of State Council Adding More Flames to Private Practice

On January 20th, the General Office of State Council released Opinions on Innovating Management, Optimizing Service, Cultivating and Expanding New Economic Development Driving Forces, and Accelerating the Shift from Old to New Driving Forces. The most impressive part in the Document is to renew requirement on “innovating the administration of human resources in public institutes, improving matching supporting security mechanism, getting rid of systematic barriers that restrain high level talent flow, granting more flow liberty to teacher, doctor and scientific research personnel, and motivating talent flow vitality”.
